Vadim Ulanov graduated from Murmansk Institute for the Humanities in 2008 with a degree in journalism, and in 2023 obtained a master’s degree from Moscow Power Engineering Institute, specializing in Project Management in the Electric Power industry.

He is a certified manager for international project management, as well as an expert in state and municipal management, public-private partnerships and the electricity market.

Previously, he held seniour positions in commercial, budgetary and development institutions, participated in the implementation of international projects in the energy and oil and gas industries.

He has more than 10 years of experience in the energy sector. He joined EL5-Energo PJSC (formerly Enel Russia PJSC) in 2019 as a regional representative of the company in Murmansk region. Currently he is the General Director of Teploprogress JSC representing the interests of EL5-Energo PJSC in Murmansk and Sverdlovsk regions.
