Viktor Naboichenko
Regulatory and Government Relations

In 1998 Viktor graduated the Moscow State Institute (University) of International Relations (MGIMO) with a degree in International Commercial Law.

In 2004 he received a diploma of MGIMO - Institute of the Fuel and Energy Complex with a degree in Finance and Credit. He has a PhD in Sociological Sciences (2004).

From 2006 to 2009, he studied under the programs for senior management of the leading business schools IMD and INSEAD, incl. MBA program for senior management at the Institute for Management Development (Switzerland), INSEAD Bank Executive Leadership Program (France).

From 2001 to 2009, he held senior positions in the oil companies OJSC Sidanco and OJSC TNK-BP Management, as well as in the banking sector - OJSC MDM-Bank.

Since 2009 he has been working at PJSC EL5-Energo (previously Enel Russia), since 2013 he has been holding the position of Director for Industry Regulation and Interaction with Government Authorities.

The perimeter of his function includes the formation of the company's position on strategic development issues and interaction with the regulators of the electric power industry in terms of the development of legislation.

He is a member of expert councils of various federal executive bodies. He has publications on the regulation of the electricity market in various industry magazines.

From 2011 to the present, Viktor also teaches at Lomonosov Moscow State University (MBA and master's programs) in the disciplines of "Corporate Management" and "Strategic Management", and also gave the author's specialized courses on the regulation of the electric power industry in a number of Russian educational institutions (MGIMO, Moscow State University, Russian State University of Oil and Gas (NRU) named after I.M. Gubkin, HSE).
